UK employer comparing a Philippine offshore AI developer with an Eastern European developer

Should you hire an offshore AI developer or an Eastern Europe developer?

Choose a dedicated Philippine developer when an ongoing backlog and an agreed shift fit your team. Borderless Recruit’s total monthly client price starts at £1,330 / €1,540 ($1,750), according to its [catalogue pricing](/pricing). Consider an Eastern European hire when the candidate’s location meets a specific collaboration or data-access requirement. Compare actual offers; neither location proves technical ability or lower total cost.

The Philippines vs Eastern Europe at a glance

Eastern Europe is not a single labour market. Compare the candidate’s country, working schedule and engagement model with the Philippine offer. A regional label cannot tell you whether someone can maintain your application, attend your meetings or access the required systems.

Use these questions to compare shortlisted offers.

How Borderless Recruit helps: it supplies a dedicated, full-time Philippine developer who works only for your company during your UK or European business hours. It handles sourcing, vetting, local employment contracts, payroll and HR for a flat monthly fee.

Compare complete offers, not regional salary averages

Do not use a Western European salary as a substitute for an Eastern European quote. Ask for a quotation tied to the actual country, seniority, responsibilities and contract. Compare the total monthly client cost of staffing with the fully loaded employer cost of a direct hire.

  • Employment costs, payroll administration, agency or employment-provider fees, and any applicable taxes.
  • Equipment, software, model usage and cloud hosting: what is included and what needs a separate budget.
  • Working hours, leave arrangements, absence cover and the availability of technical supervision.
  • Notice periods, replacement terms, handover obligations and charges when the engagement ends.

Keep staffing and product-running costs visible in your budget. A monthly developer fee does not establish the cost of hosting an AI application. Without comparable quotations, a percentage saving would be misleading. The Philippines versus Eastern Europe cost guide provides further context for framing the comparison.

Match the skills to the work

Region is a sourcing filter, not evidence that a developer can operate production AI. In either market, distinguish an AI application developer from a general developer whose evidence stops at connecting a model API.

For retrieval-augmented generation (RAG), ask about document parsing, retrieval permissions, source citations and evaluation. For agents, examine tool permissions, approval steps and recovery after failed actions. For research or infrastructure work, require evidence directly relevant to that specialism; do not infer it from nationality.

If the backlog mainly involves connecting a CRM, routing enquiries and maintaining n8n, Make or Zapier workflows, an AI automation specialist may fit better. Custom retrieval, application logic and model evaluation call for a different assessment.

Use the same practical assessment in either region

Illustrative hiring exercise: provide synthetic support documents, a mock account API and questions containing missing or contradictory information. Ask the candidate to build a RAG assistant that cites evidence and can prepare an account-update request. Keep the exercise separate from live customer systems, agree its scope and pay for the candidate’s time.

  • Missing evidence: the assistant identifies what it cannot establish instead of inventing an answer.
  • Conflicting documents: it surfaces the conflict and shows which sources support its response.
  • Malicious document text: instructions embedded in retrieved content do not trigger an unauthorised action.
  • Account boundaries: a user cannot retrieve another customer’s records.
  • Failed actions: the build handles a timeout without blindly repeating an update and records what happened.
  • Handover: another engineer can run the build, repeat its evaluations and understand its limitations.

Ask the candidate to explain a failed test and demonstrate the correction. Treat unauthorised access or actions as blockers until resolved. For a senior role, probe architecture and monitoring choices; for an application-focused role, give particular weight to dependable integration, readable code and product judgement.

Make working hours and ownership explicit

A Philippine developer working your UK or European business hours follows a later local shift. The Philippines does not change its clocks seasonally, so document how the shift follows changes to your business hours. With an Eastern European candidate, also confirm the actual schedule rather than assuming proximity means availability.

Agree when workshops, code reviews and releases happen, who handles incidents outside the agreed shift and how planned absence is covered. A shared calendar and an escalation owner make these expectations reviewable before hiring.

The larger operating question is who owns production after release. A project agency can suit a tightly specified build needing several disciplines briefly. A freelancer can suit a prototype or specialist review. A dedicated developer can suit continuing model updates, retrieval tuning, integration changes and user feedback. These models are available across locations.

Define a product owner on your side, maintain the backlog in your own system, require changes through version control and keep infrastructure accounts under company control. Set acceptance criteria and a handover route before development begins.

Check data access before choosing a location

Neither geography makes data-protection or intellectual-property risk disappear. Map who accesses personal data, from which country, through which legal entity and for what purpose. Include model providers, support staff and logs in that review.

For UK personal data, determine whether the arrangement creates a restricted transfer and which mechanism and assessment are required. Overseas access does not have identical legal consequences in every employment or supplier arrangement. Follow the ICO international-transfer guidance. For EEA data, assess transfers outside the EEA under the European Commission’s international-transfer framework. Verify the country: an Eastern European address does not establish EEA membership.

Before production access, document processing roles, approved systems, least-privilege permissions, model-provider data use and offboarding. Require contract terms addressing ownership of code, prompts, evaluations and documentation. Use synthetic development data where practical; the staffing contract alone does not settle data protection.

Make the decision against your constraints

Shortlist candidates who meet your mandatory skills, access and availability requirements. Then compare the assessment evidence, complete monthly cost and maintenance responsibilities. A Philippine shift may meet your collaboration needs; a particular Eastern European location may satisfy a geographic requirement. Choose the offer that demonstrates the fit rather than assuming either region provides it.

Frequently Asked Questions

What is the difference between offshore and nearshore AI development?+

For UK and European employers, the Philippines is a distant offshore location; Eastern Europe is commonly described as nearshore. These labels describe proximity. They do not establish working hours, technical quality or whether the engagement provides a dedicated developer.

Is an Eastern European AI developer always more expensive?+

No universal price comparison is justified here. Request a country-specific offer for equivalent seniority and responsibilities, then compare included services and total monthly cost. A contractor’s headline rate and a staffing invoice are not directly comparable.

Which region is better for RAG and AI-agent development?+

Assess the individual. Use the same working exercise to test retrieval quality, permissions, evaluation, API failure handling and maintainability. Decide location separately against your collaboration and data-access requirements.

Can a Philippine AI developer work with UK or EU personal data?+

Potentially. Establish the processing roles, access arrangements and applicable transfer requirements before granting access, using the official guidance above. Restrict permissions and review model-provider data use; hiring through an agency does not itself establish compliance.

When is an agency better than a dedicated developer?+

Consider a project agency when a bounded delivery needs a temporary mix of product, data, infrastructure and design skills. Consider a dedicated developer when the backlog requires continuing product knowledge and maintenance. Apply this distinction in either region.
